Eberhard Schmidt-Aßmann's scholarly works deal mainly with the question of the representativity of the general part in the differentiated abundance of specific administrative law. Eberhard Schmidt-Aßmann was also quick to address the new challenges facing the demand for generalization in his articles on European and international administrative law. These articles deal with the constantly changing role played by the law in administrative actions, the pluralization of administrative policy makers, the incorporation of standards not governed by law into administrative actions and the role of constitutional law or its equivalents in the observation of developments in administrative law. The authors of the articles in this volume focus on these challenges - and at the same time on Eberhard Schmidt-Aßmann's works.
