What are the possibilities for sovereign states to realize cooperative gains through international environmental agreements? Which criteria are used to distribute these joint gains among the negotiating parties? In a comprehensive study of international environmental agreements, Ilka Meyne takes into account the incentives of the negotiating parties to cooperate, the perceived potential for conflict in relation to the chosen rule for allocating cooperative gains as well as the fact that the negotiating parties cannot be considered as monolithic blocks and are not certain that the agreement will actually be applied in national environmental policies. She comes to the conclusion that if there is any uncertainty concerning the ratification of an international treaty a sufficiently flexible agreement will increase the incentives to cooperate on an international basis.
