This volume is a compilation of essays on general administrative law from three decades. Eberhard Schmidt-Aßmann examines the current situation and the development of the dogmatics of public law: How did the constitutional state react in its legislation, administrative jurisdiction and in the executive power itself to a changed understanding of the functions of the state, to new forms of action and to the influences of Europeanization and internationalization. In the 1970s, it was administrative planning which presented a challenge to administrative law, whereas the challenges today are finding solutions by negotiation, mediating conflicts and regulating self-regulation. A science of administrative law which sees itself as a science oriented towards the basics will have the strength to integrate new and unusual elements into the administrative law system and also to identify questionable developments and to combat these if possible.
