The authors of this volume propose an innovative long-term health insurance system with intense competition. Premium calculation would resemble that of German private health insurance, which means that at a younger age the premiums would exceed the average expected expenses and ageing provisions would be built up in order to smooth the way for age-related premium increases. The authors propose transferring individual risk-adjusted ageing provisions if insurants want to switch to another provider. Thus the option to switch is maintained for all risk types at all times. The authors also demonstrate how sufficient incentives can be created for insurers to calculate and transfer appropriate individual ageing provisions. They also show that switching from a pay-as-you-go system to the proposed funded system need not lead to any additional burdens for the transition generation. Finally, European single market problems resulting from nationally defined health service packages are discussed.
