As a method of alternative administrative control institution the ombudsman system has not yet played a relevant role in German environmental and planning law. By looking at various foreign ombudsman arrangements, Jakob Zywitz examines possible measures necessary to introduce such a system in Germany and develops a legal implementation proposal for doing so.
