This volume contains the political writings of Hugo Preuß from 1885 up to the end of World War One. In unifying Germany, Bismarck was able to carry out some of the demands made by the liberals. However at the same time he had broken the strength of the liberal movement. In view of the liberalism crisis, Preuß wanted to forge links to the democratic labor movement, which had been done in England by the Fabian Society and in France by Jean Jaurès and the radical socialists. It was not until the empire collapsed in military defeat that he was able to realize the concepts of reform which had up to that point been limited to municipal politics in Berlin.
