In this respect this book can be seen as a contribution to finding a workable solution to a number of basic problems in public law, such as for example the status of directives and administrative provisions between internal and external law, the illegality of laws and administrative acts, the ties between federal authorities and state law and the relationship between the private and the public law concerning the respective interests of neighbors.
