The authors of this textbook focus on social services in a Social Market Economy. They discuss whether and to which extent social services can be and should be offered in market settings. They provide an overview of the characteristics and the legal framework of social services. Furthermore they analyse the triangular relationship between state social security institutions, social service providers and users (beneficiaries), the tendering of social services according to public procurement law and settings aiming to strengthen service users' position via vouchers or personal budgets. The assessment of these settings of social service markets is based on ordo-political criteria and discusses whether and to which extent service users do have choice and control over the services they receive and whether services meet their individual needs and preferences.
