The Deutsche Post AG, the key player in the German parcel delivery market, has been abusing its dominant position in the letter delivery sector in using a predatory pricing strategy against private competitors with the help of internal subsidization. In this work, the authors show that the losses in the parcel delivery business cannot be explained by special universal-service obligations imposed on the Deutsche Post AG.
