The Jahrbuch des öffentlichen Rechts (JöR) was founded in 1951. Authors from Germany and abroad are able to present their views on the annual key topics, debates about controversial matters as well as in reports and analyses of constitutional developments in and outside of Europe.
The JöR (Yearbook of Public Law) was founded in 1951. It still stands in the great tradition of Georg Jellinek and Gerhard Leibholz and was edited by Peter Häberle for more than thirty years. In times of an extensive electronic availability of legal sources, its goal has shifted to becoming more a platform for discourse rather than an information medium. This is taken into account in a key topic which changes each year as well as a section on debates about a controversial subject. In the past years, these subjects included “Constitutional Identities,” “Elections,” “Migration” and also “Undoing Past Wrongs” as well as debates on the “New Administrative Jurisprudence,” the “European Community Jurisprudence,” “Gender Studies” and recently the “Corona Pandemic.” Articles and essays as well as reports and analyses of constitutional developments in and outside of Europe are regular features of the Yearbook as are “Portraits and Recollections” of the history of science and the humanities and its actors. Authors from Germany and abroad are given the opportunity to present their views on these subjects.

Manuscripts
Manuscripts and editorial queries are to be sent to the managing editor (Professor Dr. Christoph Schönberger, E-Mail: Christoph.Schoenberger@uni-koeln.de), review requests and questions about business matters to the publisher.
Acceptance for publication will be given in writing within two months of a manuscript having been received and on the condition that it has not been previously published or offered elsewhere for publication.
On being accepted for publication in a journal, a Festschrift or a collection of essays, the exclusive copyright to a contribution is granted to Mohr Siebeck. The publisher then has the exclusive right to reproduce and distribute the contribution as well as to make it publicly accessible online. The author retains the right to distribute the e-offprint of the contribution for private use (e.g., via e-mail), but not to make it accessible to the public (e.g., at any website, intranet or repository).
For journal articles, exclusivity ends 12 months following publication, for chapters in edited volumes after 24 months. Correspondingly, authors may then (a) reproduce and distribute a print version of their contribution; (b) grant another publisher non-exclusive permission to reprint the article following publication with us; (c) make the print identical version accessible online for non-commercial purposes only. In all cases, full reference is to be made to the original Mohr Siebeck publication and, for journal contributions only and where applicable, mention made of the article's DOI (Digital Object Identifier).
