For some time now the influence of the law of the European Communities on national law has been growing. This process of internationalization is of particular interest in the field of administrative law, since this is an area which is governed by special constitutional obligations and thus up to the present time had been largely inaccessible for heteronomous influences. Due to the special effects Community law has had, German administrative law is under strong pressure to adapt itself in various respects. Part of this pressure can be traced back to the rules of Community law, which are directly effective, and part of it originates with the judicial decisions made by the European Court of Justice.
