Summary

In the wake of Russia's invasion of Ukraine, multiple legal paradigms were put under
pressure. This paper discusses the developments in German administrative law since
the »Zeitenwende« of February 2022. It first traces patterns of juridical crisis management
throughout the several phases of the Scholz administration. It then foregrounds
the various key actors - visible, invisible, and untouchable ones - focusing on the crucial
significance of the EU for further tackling of the crisis, the implications for German
federalism, and critically assessing the future role of the German Federal Administrative
Court. The article concludes with an outlook on how its findings might affect future
efforts to foster legal resilience.
