»Professor Dr. Herbert Frost died on August 10, 1998 on his 77th birthday in Cologne. Before acquiring emeritus status in 1986, he was an associate professor of ecclesiastical law, general constitutional law and philosophy of law at the Faculty of Law at the University of Cologne. It is Protestant ecclesiastical law above all which has lost a highly respected researcher and teacher, since, as is seldom the case, his scholarly life was centered around the cultivation of Protestant ecclesiastical law in its historical and current relevance.«
