In his essays, Rudolf Summer has dealt in detail with basic problems concerning civil service law. He took a stand against managerial positions for civil servants with fixed-term contracts, did however sympathize with giving citizens of the EU civil servant status and with the need for performance-oriented salaries. The principle of 'responsibility' as a guideline for the civil service was of particular importance to him. Lately he has pointed out the need to replace supplementary insurance with a 'transfer pension' when an employee retires from the civil service, a need which results from European law. A long time before the reform of federalism, he warned about the danger of competence shifting this would cause.
