The problem of lengthy court proceedings is not quite the same in all legal systems, but in Germany it can happen that the plaintiff has to wait for several years until he obtains an executory title. Sven Mossler argues in favor of the creation of an institute for anticipated payment of a creditor, taking the systems in Italy, France and England as an example, and he gives a concrete proposal for this legislation.
