Shu-Perng Hwang provides a critical analysis of the development problems of indeterminate legal concepts. In spite of its indeterminacy, she argues that the indeterminate legal concept can be normatively binding for administrative actions. She shows in particular how it is possible to enforce the way in which the administration is bound by law under uncertain conditions by applying an indeterminate legal concept.
