The question of how and by whom public duties are financed is crucial for the role of the state in society. In view of the far-reaching changes in the state, the question is what kind of state financing is just and constitutional as well as economically efficient. A possible answer to this question would be to link the financial responsibility for certain revenue and certain expenses more closely in accordance with the principle of equivalence.
