Götz Klostermann begins by specifying the churches' role in politics according to the Basic Law (Grundgesetz). He then deals with those church activities protected by law and the extent to which they are protected, showing that the churches do in fact have a wide scope for their development in the public sphere and at the same time establishing their responsibility for what society associates with their public works. Using this as his basis, Götz Klostermann examines how the churches' public works are seen in the legal and political discussion in Germany. He studies the reasons for the various assessments and also deals with basic structure within the church. He examines the possibilitiy that within the church the term public works may be dealt with too extensively, which makes it difficult in many cases to differentiate between the churches' contribution and that of other social organizations.
