Summary
Christian Dawe finds a new approach to the interpretation of secondary insolvency proceedings under the EU Insolvency Regulation. In his view, secondary proceedings are a means of local legal protection for creditors rather than the possibility of instituting legal enforcement in every member state; thus secondary insolvency proceedings become another step forward to true universality in international insolvency law.
