Paul W. Thurner studies the way in which constitutional decisions, i.e. decisions concerning the future design of an organization and the allocation of competencies among its participants, are made. Theoretical starting point is new institutional economics and organizational sociology. Application case is the EU Intergovernmental Conference 1996, which led to the Treaty of Amsterdam. For the first time, this book turns Allison's famous Model III of foreign policy decision-making into an operational model. The innovative combination of network analysis and statistical estimation allows the author to assess the influence of formal and informal, domestic, transgovernmental and international determinants on governmental negotiation behavior and negotiation performance.
