Summary
Savings banks in Germany have to adhere to the so-called regional principle. They are municipal institutions and have to fulfill their tasks in their respective communities. Stefan Thomas questions whether it can be argued from EU-competition law that savings banks have to be transferred into a system of inter-municipal competition.
