Summary
Forecasts are omnipresent in the legislative process. Simone Ruf examines whether there are also constitutional grounds for imposing a binding forecasting obligation on the legislator. Do legislative decisions have to be factually and substantively correct, or is it sufficient if they are supported by the majority of parliament? The analysis is carried out in the light of the concept of rationality immanent in the constitution.
