Social insurance continues to have a decisive influence on the benefits and the financing of the social security system. The connection between the principle of insurance and social equalization is however causing increasing problems in the fields of benefits, financing and justice. In view of the challenges posed by demographic changes and the changes in the working world, the demand for a restructuring of the welfare state is one of the basic elements of social policy. Using freedom and solidarity as their central themes, legal experts, economists and social scientists as well as representatives of the social administration system analyze the requirements for a reorganization of the social security system, discuss changes in the financial and organizational structures and study the models for a reform of old age insurance, unemployment insurance and health insurance.
