Summary
Even today, administrative law is still largely centred around unilaterally sovereign forms of action and in particular around the administrative act. Volker Schlette shows that this orientation does not meet the requirements of modern administrative law and that for this reason there should be an increasing use of consensually cooperative forms such as contracts pertaining to administrative law. These contracts have specific advantages, since they offer more alternatives regarding structure and content, are accepted more positively and enable solutions which are flexible, are adapted to single cases and are at the same time legally viable for a wide variety of problems.
