This volume documents Hugo Preuss's understanding of law, based on constitutional and state theory, history and the social sciences, which had previously received little attention, and presents and explains his theories by dealing with the monographs, available as reprints. The influence of Otto von Gierke had caused a dispute on methods and trends in areas such as the significance of international public law, the theory of sovereignty, the position of the supreme state powers, the interpretation of the municipal level of governmental authorities and thus issues pertaining to local laws and public service. This led to the necessity for reforms in the existing administrative structures. The writings documented in this volume had a decisive influence on constitutional politics in 1918/19 and created a basis for modern constitutionalism.
