Due to an allocation imbalance of energy resources, the security of energy supply requires an analysis in a global context. Thus Katja Frey sees this as an issue of public international law. Taking a global governance perspective, she identifies instruments and mechanisms which transcend a national context and analyzes different models of cooperation between governmental and non-governmental actors and assesses their ability to guarantee the security of energy supply. She concludes by focusing on the significant role of energy companies in this context and analyzes their possible obligations under public international law.
