Compliance systems are a matter of course for today's large companies, designed to ensure compliance with legal requirements and, in particular, to prevent business-related offences. From a criminal policy perspective though, the question arises whether compliance measures do not primarily take into account the interests of the respective management level, leading to criminal liability risks being shunted from leadership ranks to subalterns.
