Volume 5 of Hans Kelsen Werke (HKW) contains Kelsen's commentary on the constitutional statutes from the revolutionary period following the collapse of the Austro-Hungarian monarchy until the coming-into-force of the 1920 Federal Constitution of the Republic of Austria. Aided by Georg Fröhlich und Adolf Julius Merkl, Kelsen describes the work of the two provisional parliaments (1918-1919 and 1919-1920).
