Summary
Wolfgang Kahl puts the current debate on reform policies for institutions of higher education into its larger historical context and shows the development of the relationship between German universities and the state. It is his theory that German institutions of higher education are presently undergoing a change of paradigms from autonomous, universal corporations with a special closeness to the state to scholarly members of the service industry with a special closeness to certain social and political interests.
