The simulation model extends the current literature by allowing for formal education and on-the-job training in the household sector. Individuals make decisions under a set of uncertainties and market failures. In this setup, the author asks the following questions: Should the government provide tax funded college education, or should students be responsible for financing their education? What is the impact of pension reforms on individual human capital investment? What should an income tax system that balances gains from redistribution and distortions on labor supply and human capital formation look like?
