In German constitutional law, democratic institutions are seen not in political but rather in administrative terms – as an ensemble of 'organs' with different 'competences'. Christian Neumeier traces how German liberal lawyers developed this new theory of public law in the second half of the 19th century when the administrative state began to shape the basic concepts of public law.
