In addition to the classic aspects of constitution, policies and finances, this work on government incorporates the government as a profession and a place of employment. The theory of the state and political science have been supplemented by elements of administrative studies. The author focuses on the government in the working state, the machinery of government and government business. This focus is indicated in the title, »Operational Government.« He deals mainly with Germany's federal government, and this book is addressed to legal experts, economists and social scientists who wish to further their education in the field of government.
