It is the task of the police to enforce the law and maintain internal security. The exceptional use of the military for this is, by contrast, a sensitive issue, and one that is considered a political and constitutional problem, particularly in Germany. Recent terrorist attacks have brought the surrounding debate on the subject back to the fore, and an amendment to the German constitution extending the currently highly restrictive exceptions permitting deployment of the army was suggested. Other legal systems find themselves faced with the same situation. Against this background, the conference proceedings gathered here compare Germany, Switzerland, the United Kingdom, the USA, and Colombia's constitutional provisions. They reveal significant differences in how these legal systems address the question of the domestic use of military force. This is true not only for the domestic deployment of the military, but also conversely for the militarization of the police forces.
