Summary
The European sovereign debt crisis revealed functional deficits in the common economic and financial constitution. To preserve the euro area as a whole, the member states chose the path of special contractual cooperations. Based on an analysis of the Fiscal Stability Treaty, EFSF and ESM as reference cooperations, Hannes Rathke examines the premises and potential of this form of action as an alternative instrument for European integration.
