Constitutional bans on debts do not solve the problem of excessive national debts. Hilde Neidhardt shows that due to the particular features of the law pertaining to the national debt the constitutional courts are ultimately neither entitled nor able to ensure a self-imposed commitment of the lawmaker responsible for the budget for the protection of future generations.
