Verfassungswandel im europäischen Staaten- und Verfassungsverbund

The Member States of the European Union have to open their legal systems to reflect the supremacy of Community law. In the course of this constitutional change it has become necessary to show the links between European and national constitutional law, to adapt these constitutional laws to one another and to explain their complex relationship with legal dogmatics. This can be done best in the context of a concept of Multilevel Constitutionalism. Considering the negative impact of the referendums in France and the Netherlands, in which the Constitution of the European Union was rejected, the authors discuss the place of the European Union, its Member States and citizens within the process of European integration, leading to the more specific question if the constitutional law of the Member States and the European Union provide a solution, and what that solution might be.
