The modern constitutional state depends on a functioning public administration. It must be lawful, flexible, and as efficient as possible, thus pursuing very different objectives at the same time. The general principles of administrative law therefore present a demanding challenge-for a liberal constitutional order, for legal scholarship, and not least for legal education.
The new edition of this textbook incorporates recent developments in legislation, scholarship, and case law. A new focus is placed on the digitalization of public administration, in particular the increasing use of artificial intelligence. The range of learning materials has been further expanded and enhanced through new case studies and overviews for students, supplemented by additional digital resources.
