Infrastructure law deals with the guarantee of fundamental institutions which provide services to the public. During the past years, many of these institutions have been privatized. Kay Waechter shows which principles have to apply so that the state can perform its functions in spite of this. He describes the essential features of a general section of infrastructure law, establishes the material principles which influence infrastructure law and shows which measures have to be taken as a result of this. At the same time, he defines the significance of infrastructure law for a uniform understanding of administrative law. As references for establishing the principles of infrastructure law, the author uses public property law and service public. He describes the principles of infrastructure law in a systematic context, showing that the present law has left some important questions unanswered.
