Administrative enforcement is eluding legal management and control to an increasing degree, and cooperation and negotiation systems are taking the place of a sovereign enforcement of the law. In this work, Helge Rossen shows that in future jurisprudence will have to deal with an increasingly stronger »socialized« and »politicized« administrative enforcement. He outlines a model of administrative enforcement which, being interdisciplinary and empirical, provides suggestions for solving those problems which have arisen and will arise in the future.
