As the digital revolution advances, global platforms are displacing traditional media and increasingly determining public communication. This poses fundamental challenges to the regulatory power of nation states. The platforms must be regulated to protect fundamental rights and public interests - nationally, in Europe and internationally. This, however, cannot be done without conflicts and inconsistencies.
