Zustand und Perspektiven des deutschen Bundesstaates

The constitutional concretization and the existence of the German federation in constitutional reality have once again become the subject of a debate on reforms. In this context, the reason for the cumbersomeness of political decisions has been traced back to the obstacles inherent in the German federation. The interconnection of the entire state (federation) and the constituent states (Länder) in their jurisdictions and finances prevent them from acting independently in performing their functions and make it more difficult for them to allocate responsibility. The central idea of those demanding reforms is therefore stronger competition among the regional authorities. In this collection of articles, the individual models for reform are discussed and analyzed by scholars of various disciplines and representatives from the fields of politics, administration and trade and industry.
