Volume 4 of Hans Kelsen Werke (HKW) contains 17 of Hans Kelsen's texts - wide-ranging in terms of their genre, style and content - from the revolutionary period following the collapse of the Austro-Hungarian monarchy in October 1918 until the permanent establishment of the federal Republic of Austria in 1920. In these writings he deals with then-central questions of constitutional law such as the legal status of the Länder or issues in electoral law.
