Volume 4 of Hans Kelsen Werke (HKW) contains 17 of Hans Kelsen's texts – wide-ranging in terms of their genre, style and content – from the revolutionary period following the collapse of the Austro-Hungarian monarchy in October 1918 until the permanent establishment of the federal Republic of Austria in 1920. In these writings he deals with then-central questions of constitutional law such as the legal status of the Länder or issues in electoral law.
Hans Kelsen's Complete Works (HKW) contains 17 of Hans Kelsen's texts – wide-ranging in terms of their genre, style and content – from the revolutionary period following the collapse of the Austro-Hungarian monarchy in October 1918 until the permanent establishment of the federal Republic of Austria in 1920. In these writings he deals with questions, pivotal at that time, of constitutional law such as the legal status of the Länder or issues in electoral law. This volume also contains Kelsen's first studies leading to The Essence and Value of Democracy. In the more theoretically oriented works in this volume, Kelsen consolidates the groundwork of the Pure Theory of Law. The writings which fall into this category include On the Theory of Juridical Fictions, in which he discusses Vaihinger's Philosophy of the As-If, and The Problem of Sovereignty and the Theory of International Law, which is Kelsen's first major work on the theory of international law.
