Volume 5 of Hans Kelsen Werke (HKW) contains Kelsen's commentary on the constitutional statutes from the revolutionary period following the collapse of the Austro-Hungarian monarchy until the coming-into-force of the 1920 Federal Constitution of the Republic of Austria. Aided by Georg Fröhlich und Adolf Julius Merkl, Kelsen describes the work of the two provisional parliaments (1918–1919 and 1919–1920).

Hans Kelsen-Institut Das aus Anlass des 90. Geburtstages von Hans Kelsen am 11. Oktober 1971 von der Republik Österreich gegründete Hans Kelsen-Institut hat die Aufgabe, den wissenschaftlichen Widerhall der Werke Hans Kelsens und insbesondere seiner »Reinen Rechtslehre« zu dokumentieren, darüber zu informieren und die weitere Durchdringung, Fortführung und Entwicklung zu fördern sowie den Aufbau einer umfassenden Bibliothek vorzunehmen, die Kelsens vollständige Werke ebenso umfasst wie alle Werke, die sich mit diesen beschäftigen oder sich auf diese beziehen.

Matthias Jestaedt ist Professor für Öffentliches Recht und Rechtstheorie an der Albert-Ludwigs-Universität Freiburg i.Br.
