Beschreibung
Constitutional law on national debt directs policy at federal and state level. Despite a
constitutional amendment facilitating debt incurrence for federal and state governments,
national debt law and the corresponding review by constitutional courts remain
contentious due to persisting challenges in meeting public financial requirements. This
tests the relationship between the constitutional courts and raises the question of this
paper: Can a state budget law that has been submitted to a state constitutional court
by way of abstract statute review be brought before the Federal Constitutional Court
as the subject of concrete statute review?
