Due to its responsibility to be ideologically neutral, the German state cultivates theology as a science with no discrimination and secularization which is rich in tradition and characterized by confession and as an institutional aid to a differentiated development of the guarantee of religious freedom of its citizens and the religious communities in the pluralistic society. In this, the principles of the constitution as it pertains to culture and the law pertaining to the state churches concur.
