Having served as a minister of the Confessing Church in Nazi Germany, Ebeling focused his doctrine of the church entirely on the communion of believers as recipients of the Word of God. In spite of being based on a revised version of the Lutheran doctrine of the »Two Governances«, he is reticent in his treatment of institutional requirements. Yet in an age of widespread self-secularization of the churches, Ebeling's concept is a pertinent reminder of the essentials of the Christian message.
